True, but it's rework in either case. Some rework is unavoidable -- it's the nature of the business -- but a lot of unplanned rework is avoidable by doing a little more thinking, planning, designing, questioning, prototyping before you build the bits. Rearranging bits is certainly possible, but it always costs more money and time than arranging them once.
