Outlining is a matter of thinking about how best to structure the contents of what you want to write to deliver the most value (or entertainment) to the reader. Clearly, outlining the plot of a novel is very different from outlining the contents of a nonfiction book, with chapters, headings, subheadings, and topic bullets. It all boils down to devising the structure, sequence, and flow that will deliver the information (or the story) effectively.
